hi there,
vacuum line issue..looking at the parts diagram for carburator(bike-parts-suz.com) 1994-1996
nr 51 vacuum hose(not fuel) connected to left carb.
nr 53 3-way connector, connected to 51 and 55 and to what?(right hand carb.?)
nr 55 hose (to pump)

There was a second air valve fitted to the Swiss and Austrian models from 1991-97 as standard.
Uk models were only sold here from 191-93 and did not have it.
Later German and French models had it from 1995-97.

My advice would be to bin it as it`s not necessary.
If you still have the original white sticker on the headstock it should have an E number and I can tell from that your country of origin.
Alternatively I can probably tell you from the frame number
